Blank Screen when Running HelpConsole 2010

A blank browser window appears when trying to run HelpConsole 2010 on Windows 2008, Windows Vista, or Windows 7: 

This usually occurs if the "Static Content" IIS option is not installed. Refer to "Installing IIS" to add the "Static Content" option.
